Stages of SCANNER specification
The initial specification for TTS surveys was prepared by the Chris Britton Consultancy and TRL Limited on behalf of the UK Roads Board and first published in May 2003. A copy of the TRACS-Type Surveys of the Principal Road Network, Advice Note and Specification is available here. This specification was used for surveys in 2003/04 and 2004/05.
The first SCANNER specification was prepared by the Halcrow Group on behalf of the UK Roads Board and published in July 2005. It was extensively based on the original TTS specification and incorporated the results of the initial research completed in 2004. The material was re-ordered into five separate volumes and used for surveys in 2005/06 which are available here.
The revised SCANNER specification was prepared by the Halcrow Group on behalf of the UK Roads Board and published in July 2006. It incorporated a number of minor changes, based on experience in 2005/06. The most significant change was the removal of two very substantial technical annexes from volume 2 and the creation of a completely new volume 6 to include that material. It is being used for surveys in 2006/07 and is available here.
The specification has been very substantially revised to incorporate the results of the further research completed in 2006, and the experience of local authorities using survey results from 2004/05 and 2005/06. It has been completely recast in five new volumes as a User Guide and Specification, to be used for surveys in 2007/08 and subsequent years and is avaliable here.
