Advanced insight into new Highway Risk & Liability Guide 2017

The introduction of the Code of Practice Well-managed Highway Infrastructure guidance, recent major changes in government policy and local government approaches to procurement has together brought a number of key challenges to local councils in how they are able to effectively manage the risk of highway claims.   

Justin Ward and his guest Colette Dark an independent insurance risks management expert at KWD associates discuss “ALARM” a best practice guideline to help highway asset managers manage risks.  Colette also chaired the update to the new Highway Risk & Liability Guide 2017, due to be published later in March, and gives an insight into this in the interview.

Listen to "CIHT podcast - Highway Risk and Liability Guide 2017" on Spreaker.The major insurers of local councils handle around 30,000 highway claims each year at the cost of around £40m.  What we do not have information on is the number and cost of the many thousands of claims that are handled in-house by the local councils themselves this adds significantly to these figures.

There has been a number of key changes in the sector since 2009 when the guide was last updated. These key changes are the introduction of the austerity budget with less money available to local councils, changes in service delivery models with many local councils out-sourcing a large proportion of their maintenance contracts to contractors, bringing risks in how local councils are able to effectively manage third party claims that arise.

And the big change has been the introduction of the risks based approach with no minimum standards being set and with local councils being responsible for establishing standards that they believe they should be following.   

In this podcast Colette Dark goes through a list of best practice recommendations for managing these risks and concludes by advising on how good risk management practices could significantly reduce and control the cost of highway claims made to local councils.
